Michael Hupy Joins ABATE in Lobby Effort

On February 23, 2010, the halls of the Wisconsin State Capitol resonated with the sound of heavy boots hitting the marble floors. Over 500 leather clad bikers, men and women mostly members of ABATE of Wisconsin, participated in the annual ABATE Lobby Day.

Attorney Michael F. Hupy, a life member of ABATE of Wisconsin, joined in the lobby effort as he has for all the previous lobby events organized by ABATE of Wisconsin, the state's largest motorcycle rights organization. Besides lending his expertise in promoting ABATE's legislative agenda
for 2010, Hupy sponsored the bus which brought bikers to Madison from Kenosha, Racine, Milwaukee and Waukesha counties. Other buses brought bikers from the four corners of Wisconsin.

The most pressing issues for ABATE this year are the misappropriation of funds earmarked for motorcycle safety and the inadequate enforcement of right of way violations as set forth in Wisconsin Act 466.  State funding for the motorcycle safety program is supplemented by increased registration fees, and these funds were removed by the newly passed state budget. ABATE wants those funds replaced and assurances that our motorcycle safety funds be secured and used for the purpose they are intended.

Due to some loopholes and misunderstanding by some courts and law enforcement agencies, enhanced penalties for right of way violations are not being handed down as prescribed by law.  The motorcyclists asked legislators to help find solutions to these problems.

Wisconsin remains one of the states with the lowest fatality rates due to motorcycle crashes. ABATE believes education is a key factor to that success. There is no mandatory helmet law here for riders over 21 years of age and ABATE believes Wisconsin's low fatality rate reflects the success of our education and awareness programs. Hupy and Abraham, S.C. has spent over $100,000 promoting a "Watch for Motorcycles" awareness campaign in Wisconsin and Illinois, the only such private sector campaign to join ABATE's own awareness and Share the Road Program.

 To redirect money earmarked for the motorcycle safety program is a big mistake and could reverse some of the positive things Wisconsin is doing to reduce motorcycle crashes. Hupy and Abraham, S.C. will continue with the Watch for Motorcycles awareness campaign and urges Wisconsin legislators to find a way to secure motorcycle safety program funds in the future.
