A Des Moines woman is dead after being struck and killed by a driver on September 15. Margit Browman, 49, of Des Moines was crossing at the intersection of SE 5th Street and Army Post Road at 5:54 a.m. when Bobby Mosely, 32, of Des Moines hit her. Browman entered the crosswalk under a green light and it changed before she could clear it, according to the police investigator report. Because of predawn lighting conditions and wet roads, the driver did not see the pedestrian until the moment of impact. The police report also indicated Mosely circled around and waited for police when he realized something was wrong. The case is still under investigation.

An accident involving Davenport Police Chief Frank Donchez took place on September 22 at 7:29 a.m. The crash report says Donchez was driving a city of Davenport vehicle eastbound on 5th Street when he stopped at the Harrison Street intersection. Murvine Meyer, 63, was crossing Harrison Street in her wheelchair, and was accompanied by a guide dog. Donchez turned south on Harrison and hit Meyer and her wheelchair, which knocked her over. Meyer was taken to the hospital, treated for minor injuries to her forearm, and released after treatment. Police say the guide dog was not injured. Donchez did not receive any citations. The chief was traveling extremely slow at the time of the accident, which caused some damage to the wheelchair. Police say the sun rises at a low angle and can affect people’s vision during morning hours. The Iowa State Department is investigating the accident.
