The crash occurred around 12:30 a.m. on Monday on Highway 18, near Highway F and Fennimore Township. 35-year old Jason Danhof, of Waukon, was driving his car over a hill when he rear-ended a slow-moving buggy, dragging it several hundred feet before coming to a standstill.
The buggy's three passengers were all thrown from the buggy. Christian Esch, 17, suffered minor injuries while Lydia Esch, 19, was taken to Grant Regional Health Center with life-threatening injuries, and later airlifted by Med Flight helicopter to University of Wisconsin Hospital.
Elizabeth Miller, 17, was pronounced dead at the scene.
According to a Channel3000.com report, the horse and buggy were in a lane of traffic but did not have a "slow moving vehicle" sign visible.
Danhof was not hurt. The crash remains under investigation.

Highways going straight over rolling hills are particularly dangerous. The straight line gives the driver a false sense of safety, and induces him or her to drive faster, whereas the hills block the view beyond a few yards, a far too short distance to come to a stop if an obstacle lies beyond the hilltop.
