Nursing homes are supposed to correctly monitor food and water intake. If your loved one was malnourished or dehydrated, then they may have suffered a severe, or even deadly, preventable medical problem. 

Was the nursing home resident able to ingest the food and water given to them? Did the food comply with their dietary requirements? Did the nursing home staff take reasonable steps to make sure that they were getting adequate nutrition and hydration?
